Squiggles-Behind-Graphics Tutorial
This tutorial will show you how to create those popular coloured squiggles seen behind graphics:

Step 1
Create your text on a new transparent image on PSP. Make sure the text has a transparent background! On the layer palette, create a new raster layer and drag it behind the current one.
Step 2
Select the paint brush tool and one of the round default brushes. Choose the size you want the brush (squiggle) to be and change the hardness of the brush. The hardness varies depending on how large or small your brush size is. I usually use size 10 with hardness 85 and if the size is larger I increase the hardness too. Here's the difference between hardness 85 and 50 on a size 10 brush:
Step 3
Now to draw the squiggle. Whilst on your second layer, draw a squiggle or line or whatever you want behind your text.
On the layer palette, right click on the white space and select Merge -> Merge Visible. Now you can copy and paste it on another graphic or just save it. Easy as pie :)!
